Residency Policy

Pennsylvania Highlands Community College offers varying tuition and fee rates based on a student’s legal, permanent residency. Certain Pennsylvania counties serve as financial sponsors of the College, and residents of these counties are eligible for discounted tuition and comprehensive and capital fees. These rates are published on the College’s official website.

To qualify for a sponsored tuition rate, students must have established legal residency in a sponsoring county for at least six consecutive months prior to the start of the semester. Minors under the age of 18 are presumed to share the domicile of their parent(s) or legal guardian unless otherwise verified. Appropriate documentation to verify residence must be submitted in accordance with procedures outlined by the Registrar’s Office.

A student must reside in the State of Pennsylvania for one year to qualify for the non-sponsored instate tuition rate.

Residency for active-duty military personnel, veterans, and members of the Selected Reserve or National Guard is defined under the College’s Military and Veteran Students Policy.
